sum as under (b.i) for special services rendered in excess of and beyond the usual scope of those which I was paid to perform, involving long hours and skilled technical knowledge.
The just allocation of the blame, and the
placing of such on the shoulders of those who are directly responsible for the unnecessary delay, muddle and expend- iture relating to any work with which I have been connected and which has been the subject of serious and adverse pub- lic comment.
